Building byelaw of Guwahati has included rain water harvesting compulsory for any proposal to get permission from GMDA/GMC. 4. After installing RWH system in their home or apartment complex, the govt must issue the certificate via the trained plumber / contractor and attach the same with two photographs of RWH in their house for certification.

5. It should be made compulsory for educational institution, mall's, apartments. I also suggest to keep a clause for Rain Water Harvesting in order to obtain permission to build anything.

6.It should be implemented as soon as possible.

Process :

1. Rainwater harvesting can be implemented by any person who is building a house or who already has a house and has space to set up the system.

2 Pleas make it mandatory for houses who own 2400sq ft. and above or who wish to build house on an area of 1200sq ft. and above to install rain water harvesters in their houses before December 31, 2017

3. People can take help from the plumbers who have been trained installing rain water harvesting systems. The Govt must train them

Rainwater harvesting is the accumulation and storage of the rainwater through a process for the reuse and conservation of water. Assam Government must make it compulsory for all upcoming apartments and commercial buildings to make provisions for rainwater harvesting.

The State Government must also offer a rebate of 5%-10% that will be provided on the basis of water bills submitted by those who have installed water harvesting in their building/area.

Sir, this will help in purifying the water that gets collected in the well, before it is drunk up by the earth and this helps in recharging the groundwater tables. Checkdams can be built where there is availability of large size of lands. Checkdams
can be used to store water for usage during the summer season. It can be used for storage of water when there is excess rainfall. Canals can also be built where there is availability
of land in massive size and these canals can also be linked.

Sir, storm water drains needs to be constructed and these storm
water drains should be linked to wells that can be dug up and the water can be used to recharge ground water tables. One can have wells dug up and the water can be stored for usage like irrigation, washing utensils, cloth, etc. For wells that are meant to be used as recharge units needs to be filled with coal,
salt, sand, etc and needs to have wall boundaries covered with
concrete rings from top to bottom.

Sir, initially there needs to be a awareness campaign for the
need for rainwater harvesting and its longterm benefits. At first there should be an ad campaign followed by modular harvesting camps at popular locations. These camps should educate people about the need to harvest rainwater, the benefits
of rainwater harvesting and the methods that can be adopted based on the avaiability of space, etc. Wells for harvesting rainwater can be dug up and water can be used to recharge ground
water.
