Its a good beginning if we have finally identified that plastic rather PET are non biodegradable, one of the green plastic alternative is PLA plastic (polylactic acid) which is produced via starch fermentation during corn wet milling. Although most often generated from corn, PLA can be made from wheat or sugarcane as well. The major advantage is that it decomposes within 47 days in a industrial landfill and won't emit toxic fumes when burned and manufacturing them uses 20to50% less fossil fuel

-Areca/Supari/Tamul leaf plates and bowls have been manufacturing in Assam for the last 7-8yrs from a few units and Govt could promote this industry as Assam has the highest plantation in India as well as Worldwide.
With Govt support, Academic institutions like IIT-G could support in developing advanced machines in collaboration with those units.

1. Please ban single use plastics through a Govt. Policy in Assam.
2. Please enforce ban on plastics in shops, super markets and shopping malls by encouraging substitutes like cloth bags.Also encourage use of own shopping bags by giving incentives to users instead of charging customers for plastic carry bags as is the current practice.

Try to collect all the plastic waste and recycle it in the form of flower pots, baskets and all. If possible try to appoint some workers to collect the plastic waste from each and every household, generate a hotline number wherein the people can call to ask for collection of plastic waste from their home. This could only be possible if you announce some prize schemes on a monthly basis for the person who submits highest collection of plastic waste.

1. First and foremost, develop a robust waste management system for collecting/recycling waste plastics. In EU, Japan etc. countries, more than 95% waste plastic are collected.
2. Uses of plastic waste in road construction, lightweight block construction, conversion into oily products are some important management options.

1. Place proper dustbins in housing areas by GMC.
2. Imposition of hefty fines ( say Rs 500/-) for cases where people throw plastic packets in drains , roadside causing pollution through an effective monitoring mechanism.
3. NGOs can be engaged to conduct awareness campaigns , road shows on a consistent basis till public awareness is created.Activities of the NGOs should be monitored by District Authority.
4. Shops should not be allowed to sell inferior grade plastics at all

The 2 ways which I think are quicker but high impact steps are :- 1. Finding alternatives to plastic for commercial, industries and households. for packaging, carry bags etc. Motivating people to use there own fabric based bags instead of use of polythene bags. Ban polythene bags or apply very high cess/fine to use polythene. 2. Second point is recycling as much as possible or enhance the usage of recycling and environment friendly options.Please read the attachment for more.
