Assam being one of the emerging states of India, the transformation of villages into towns, towns into cities and improvement in the road connectivity has been witnessed throughout the state. Exponential growth in population and their increasing movements resulted proportional raise in number of motor vehicles of all sizes and shapes on the roads making traffic management extremely difficult to maintain smooth flow of traffic on the road. To make matters worse, pedestrians and other road users are joining the crowd. The situation is in such a worsening condition that the traffic managements have ended up being at the receiving end.
To tackle this man made menace an improvised and judicial system need to be in place in the form of traffic rules and regulations along with innovative infrastructural support base. Therefore, State Government invites suggestions from citizens to put forward their innovative ideas and suggestions to develop an organised traffic system, which will be conducive to the smooth flow of men and help in minimising and eliminating of traffic congestion.

Last date for submission of ideas is 25th May, 2017

Bring Respect for Rules and Not Fear for! Use technological advances like e challans,tracking no. ,fines only by electronic means, accountabilty. Gangtok is example.
Deploy LoRAWAN NEtwork and utilise it to track real time things like challan.Offenders, Deploy Visual Evidence Gatherer, wearable video devices for evidence collection,Install Automatic Speed Detectors and issue challan by sms or email. Dont let public intervene with your employees at any cost.

Impose substantial fines for breaking traffic rules. There should not be any on the spot fine where the policeman/woman on duty can be bribed.

Other than city areas, Assam police lack traffic police in most of the Out post areas. Home guards or constables have to perform traffic control duty in which most of them lack proper training. Due to lack of awareness most people lack the knowledge of traffic rules. DTOs must actively meet people at GP levels & create practical awareness. They should take help of local NGOs. In Guwahati city, the City buses, both private & Govt. are playing major role in creating traffic lawless situation.

Though some of the district has gone online but the effect has not reached the beneficiaries as the data pertaining to old vehicles and licenses has not been entered in to the system. As a result, we have 2 MOV 2 DTO and coaxing officials or dalals by some means get the entered in to the system. Only the old system with new name "online". Office and officials mind setup to changed by imposing strict rules then only genuine license will be issued and traffic rules will be followed.

Issuance of driving license office should be streamlined. As on date the offices run by the vendors, babu's sitting idle as he is not aware of files. No mechanism 4 cross checking of documents submitted, no driving test conducted. However, this is treated as proof of identity.DL issued this way kept the applicant ignorant abt traffic rules & creates accident. Also,it has been observed that 2 wheeler bullet calibrated to produce more sound,which adds sound pollution.Authorities should look & look

1. Nearest schools should be preferred by the residents for schooling their children.
2. Each major roads must have cycle lanes
3.Vendors on the roads must be banned
4. Footpaths should be kept all times clear
5. Sub ways may be declared one way for motor vehicles

Continuing from earlier - a three pronged approach of enforcement, engagement and education leveraging technology is suggested.
A systemic overhaul is overdue and am glad that the government is seriously considering this issue. Happy to provide more inputs of needed.

To maintain law and order on the roads and to promote road safety, we need to influence the behaviour and skills of road users. A two agency system is recommended -one(for eg. Transport Authority) to Plan,design and regulate all road
systems,Manage public transport system,Regulate construction and usage of
vehicles,adviser and the other (for eg. Traffic Police) to enforce road traffic laws, investigate traffic accidents,license all drivers and driving schools, and educate road users on safety.

Suggestions:
1. Have more foot bridges in all major roads.
2. Interior roads should be improved so that some amount of traffic can be diverted through such roads. More one ways should be planned.
3. Proper marking of stop lines, zebra crossing at traffic points and heavy penalty for violators.
4. City buses should have an area marked for stoppage. Higher penalty for any violators. Rewards for those following the rules.

To bring the system in place and to eliminate traffic congestion i would like to suggest the followings:
1. Stop rickshaws running in the main roads such as GNB roads, MRD roads etc. Please let them running only in bye lanes. These slow moving vehicles create lots of congestion on the main roads.
2. The private run buses are driven by profit motive and they make unfair competition on roads . Make it fully governmental and may be staff should be paid salary.
