Rural roads are recognized as an infrastructure critical to social, economic and
agricultural growth of the country. They are an entry point for poverty
alleviation. A major thrust to the development of rural roads was given at the
beginning of the Fifth Five Year Plan in 1974 when it was made a part of the
Minimum Needs Programme

Programme Guidelines of PMGSY provide that the state governments will take steps to build capacity in the District Panchayats and shall endeavour to devolve the funds and functionaries on to these Panchayats in order to enable them to manage maintenance of rural roads. It is in this context that this Document has been formulated by International Labour Organization (ILO) in collaboration with the Ministry of Rural Development (MORD)

Rural roads act as facilitators to create and transport agricultural surplus,
improve basic health, and provide access to schools and employment
opportunities. Therefore, these roads should remain in the same condition as
they were when we built them. In the context of a farm to market connectivity,
proper maintenance is essential if risks of long term investments, on farm as
well as off-farm, are to be taken by the rural entrepreneurs.

Well engineered and good quality roads, a
systematic planning process, preparation of District Rural Roads Plans
(DRRPs) as well as Core Networks in consultation with local MLAs and MPs
and elected representatives of Panchayati Raj Institutions (PRIs), are the main
features of PMGSY. This programme owes its success to managerial and
technical support of the National Rural Roads Development Agency (NRRDA).

Rural Connectivity is a critical component in the socio-economic development
of rural people as it provides amenities like education, health, marketing etc.
To address the need of rural connectivity, the Pradhan Mantri Gram Sadak
Yojana (PMGSY) was formulated by the Ministry of Rural Development and
launched on 25th December, 2000.

“The future of India lies in its villages.” No doubts about the meaning of sentence. The villages are the main source of development. Unless the development of village, a country could not go further. To improve the village sector we have to increase the level of income sources at any cost where it is far limited. Literally! The unemployment is bigger in village than the urban area which leads restriction of improvement in literacy, awareness, lack of vision and village group system.

In order to improve the Panchayati Raj system in Assam more emphasis should be given on digital infrastructure and in order to establish such interface one requires education and sufficient hard skill to utilize that platform.
Like any other government and private jobs, the Panch of each village should have good education, aware of modern technology and gadgets along with sound soft and hard skills.

Money that is allocated for a Panchayat, must be spend wisely for the betterment of the community. This shouldn't be juat a committment from the Panchayat Raj, but should reflect in the actual development work done for the society and its people.
