Thirdly have the courage to seal the buildings who have converted their underground parking to godowns, shops or warehouses. Totally pathethic to see shops n godowns in the basement ment for parking. Why isnt any action taken on such building owners? Why isn't their NOC for the building withdrawn until they use it for the BEST FIT purpose ?
Fourth - Adequate parking complex. Please build 5 parking complexes in the worst jam hit areas of Guwahati.

To be very practical.
First of all DE CONGEST various intersections via means of UNDER PASS as done in Bangalore instead of building flyovers.
Secondly let the Top authorities plan a traffic route after proper survey & implement it without BOWING down to public pressure BUT please ensure IMPLEMENTATION is proper. As I being a citizen am ready to face difficulty by travelling little long to follow the traffic route.

Any inclusive development needs a blue-print (overall plan) covering all aspects then address each area as a project. Hence I am sharing my idea of overall plan & idea. For any program (be it traffic or other), this needs to have current issue and future size of the problem (keeping growth into factor), overall sustainability (fund) and most important is the Frame-work. Overall in India there is no Traffic & road development framework. Hence we have major issues.

Try to widen existing roads by relocating telephone and electricity distribution posts. Make sure clear visibility of traffic and other govt. advisory or directive sign board on and parallel of the road. Remove the commercial hoarding on, across and parallel of the roads. Completely banned hanging banners, flags and paper posters. Stop illuminating glow sign board like box within a meter gap for a long distance on the traffic divider. Use the traffic divider only to post traffic sign.

Introduce a stringent system to issue driver license.Install road camera specially at intersection and round-about to catch the traffic violator. Make it mandatory to link all the vehicle with owner mobile number. So, that traffic violation applicable fees (set different rate for different traffic violation) can be posted directly to the vehicle owner mobile number. Stop registering vehicle without owner mobile number. Increase the penalty amount if not paid in stipulated period of time.

Best tool to control traffic is to reduce traffic. Mass transit subway/ air train, fast moving Hoover craft along the south bank of river Brahmaputra in Guwahati, Double deck, one way road are some of options to reduce traffic. In Calgary, Canada the subway train is free for hop on and off ride in downtown area. This motivates people to leave their vehicles at home and reduce traffic. All will need infrastructure funding but worth putting head together.

3. Drainage should be cleaned regularly.
4. Stockholm’s electronic road pricing scheme charges motorists for entering the central city on weekdays, between 06.30 and 18.30. Exemptions apply to buses, taxis, eco-fuel cars, emergency vehicles. Same can be applied to decrese pollution. But ease of doing business might be hampered.
5. Timetable for every buses or public vehicles should be prescribed.
