The Finance Department has been emphasising on the need to make the budget citizen and outcome oriented. It aims to prepare an “eBudget” that is extremely easy for the citizens to read and consume information. Driven by the motto of participatory governance, the Finance Department, for the second consecutive year plans to invite suggestions from the public on various subjects for the forthcoming budget 2018-19.

The citizens can visit the Finance Department website (https://finance.assam.gov.in/) to submit their ideas online. Suggestions are also welcome through assam.mygov.in as well on varied subjects which may include this year’s sectors namely:

• Child
• Girl Child
• Divyang
• Elderly
• Gender
• Sustainable Development Goals

Last date: 16th February, 2018.

Best suggestions to be featured in the Budget 2018-19 will receive a letter of appreciation signed by the Additional Chief Secretary & Principal Secretary, Finance Department and other surprises.

1.It has been observed that now a days the technical degree holders like B.Tech, B.Pharma, BMLT are increasing in huge numbers but they are not getting employment or getting a fixed pay below standard job under mission mode. Do provide them a satisfactory employment to improve their conditions.
2.Skilled and technical youths should be recruited to government sector for nation building process.

My budget suggestions are as follows :
1. Do provide equal pay for equal work to the medical as well as paramedical employees under National Health Mission Assam . It will decrease the inequality between health workers and also boost the health services.
2.Tezpur is one of the cleanest city of India, but it has not been developed as like other cities. Do establish reputed industries like Cipla, Alkem, Cadila etc at Tezpur as like Sikkim, because it is the safe zone for industrialization too.

2) Save biodiversity in both above and below soil
3) Sustainable Cities and Villages
4) Increase work culture among youths
5) Achieve "Sustainable Development Goal" through sustainable tourism and agriculture.

It has been seen that the education system of Assam has been giving less and less importance on Social Science teaching in Assam. For this, infrastructure in Secondary Schools in terms of Social Science is very poor. Along with updated learning resources every Secondary School must have a Social Science Laboratory to concretise knowledge and to provide students an environment for learning by doing. So, I request the Govt. of Assam to give emphasis on these issues. Thanks

according to the educational institution provincialisation bill 2011,if somebody acquire UGC norms than they are able to gain their appoinment letters from the govt but in the mean time the honourable High Court cancelled that bill,but we had acquired the required UGC norms before the cancellation of that previous bill but even after the passing of new education provincilisation bill 2017 Assistant Professor like us still are not able to get any salary from the govt.why is that?

govt should calculate how much money has been allotted for the development of the roads of the villages of any districts.now its the time for changing,govt should instruct the contractor whoever engage for the construction of the roads that roads are must be as same quality like the national highways,cause once some contractor construct some roads and once they complete the roads that roads may be stay for a year,why is that happening?so in my view count the quality not the quantity,don't waste

The main focus of the budget should be employment. There are many engineers who are unemployed and cannot contribute their human effort for the benefit of the nation. Many MBA students are also unemployed and such human resources should not be wasted. Rather they must get adequate jobs so that they can help in the development of Assam and the nation as a whole. The institutes providing technical education and job related professional courses must be pressurised by the Government to provide jobs.

Respected Sir,
I would like to suggest that it should be made compulsory for all the educational institution, hospitals and shopping malls to grow trees in their campuses. For example every shopping mall should grow 3 trees minimum in their campus. Suppose there are 25 malls in guwahati then at the end of this scheme there would be 75 trees in the malls only. Kindly look into the matter

Sir,
With due respect I would like to request you to make the provision of fund for Adarsha Vidyalayas Assam so that these Schools can be provided full support in respects like Teachers and other facilities required to make these Schools as real Model Schools.Presently these Schools are facing lots of problems.Seperate fund may be allocated for strengthening of monitoring system.
Provision for residential facilities for the Principals and Teachers are to be given priority.
