The Finance Department has been emphasising on the need to make the budget citizen and outcome oriented. It aims to prepare an “eBudget” that is extremely easy for the citizens to read and consume information. Driven by the motto of participatory governance, the Finance Department, for the second consecutive year plans to invite suggestions from the public on various subjects for the forthcoming budget 2018-19.

The citizens can visit the Finance Department website (https://finance.assam.gov.in/) to submit their ideas online. Suggestions are also welcome through assam.mygov.in as well on varied subjects which may include this year’s sectors namely:

• Child
• Girl Child
• Divyang
• Elderly
• Gender
• Sustainable Development Goals

Last date: 16th February, 2018.

Best suggestions to be featured in the Budget 2018-19 will receive a letter of appreciation signed by the Additional Chief Secretary & Principal Secretary, Finance Department and other surprises.

Sir, from last 2 fy 2015 to 2016-17, the Municipalities of Assam under UD Dept get only totalling Rs. 72.65 crores comparing to 1 fy 2014-15 Rs. 100 +crores under 4thAssam State Finance Commission grant knownly as Devolution Grant.
Sir, the 5th Assam State Finance commission tenure was started w.e.f 2015-16, but the report was not finalised by the govt. which was submitted by the Commission on December 2016.
Staffing Pattern of ULBs (Municipalities) till not Notified.
Salary pending.. .

Sir, also, progress in acquiring knowledge, skills and capabilities required for earning income is a crucial factor that makes growth in education sector a very critical factor for overall development of Assam in specific and the nation in general.

Sir, for allocation of budget, maximum priority must be given for agriculture, education, health, infrastructure and energy sectors. Growth, progress and development in these sectors will also ensure the same in other sectors too. Growth in these sectors is crucial for the overall development of Assam. Progress in these sectors helps in laying a strong foundation for overall development as, the basic human needs like food, shelter, clothing, good health, etc. is taken care.
