For any Central or State Government, Budget forms a vital statement, highlighting estimates of expected revenue and anticipated expenditure for a fiscal year. On February 7 this year, the Hon’ble Finance Minister of Assam laid down the cornerstone of a groundbreaking Budget in the Assembly. The Budget was highly appreciated by all sections of the society for its paradigmatic departure from Plan and Non Plan Distinction

Assam is probably among the first States in the country to prepare an Outcome Budget which ties the sectoral allocations to each of the 17 Sustainable Development Goals. The Sustainable Development Goals in this stands for elimination of poverty, zero hunger, good health and well being, quality education, gender equality, clean water and sanitation, affordable and clean energy, decent work and economic growth, industry innovation and infrastructure, required inequalities, sustainable cities and communities, responsible consumption and production, climate action, life below water, life on land, peace, justice and strong institutions and partnerships for the goals.

The Finance Department in 2018-19 thus intends to increase its citizen centricity further and aims to prepare an “eBudget” which allows for easy consumption of information on the part of the citizens.

The Department seeks ideas and suggestions to make Budget 2018-19 more effective and citizen friendly by leveraging the power of the crowd.
