The continuous rise in the population growth of Assam not only poses a severe strain on the natural resources and environment of the State but also hinders the efforts of the Government to improve the quality of life of the people. With the objective of encouraging families to optimize family size and aspire for a higher standard of living, the Health & Family Welfare Department under Government of Assam has prepared a draft State Population Policy. The goal of this policy is to enable every family in Assam to have access to quality education, healthcare and employment opportunities.
However, the road towards empowerment in Assam has its own share of drawbacks. A wide variety of problems act as a barrier in spreading a positive message of empowerment in the society. These include high infant mortality rate, complex demographic scenario, underage marriage in backward areas, poverty, urban unemployment, geographical accessibility, existence of undesirable socio-religious values and prejudices , poor healthcare facilities to name a few.
Through this draft policy, Government of Assam is resolute in fulfilling the significant commitments to help make empowerment a reality in the lives of our mothers and sisters. The Government has taken various measures in this regard such as provision of free and compulsory education for children under fourteen, increase immunization to 100 percent, facilitate strict enforcement of the legal age at marriage for boys and girls, encourage two family norm, ensure safe motherhood and reduce reproductive health system related morbidity and mortality etc.

Rise in population is causing many economic as well as social problems all over the country. This has resulted in poverty as well as unemployment issues. An important step taken by the administration to not allow any Government employee to have more than one child can prove really helpful if implemented properly. Steps taken for women empowerment is quite sufficient, but there implementation is not up to the mark as we can see crimes and violence against women as daily news in our lives.

Introduction of micro family and govt. incentives to support those families with one kid. No government job for families and there childrens with more than 2 kids. Doctors should promoted the pros of small family.

Incentive may be proposed for Promoting Small Family Norms among the Employees. Eg. Small Family Allowance.. For those who joins beyond the notified date ,or who is not having a child till date, or unmarried.

The latest publication in the international public health journal, The Lancet has published on 26 April 2017, a trial on 20000 women having post par-tum bleeding in various geographies of the world and came-up with a recommendation for use of Tranexamic acid ,a cheaper drug for use in post partum bleeding. Since, Assams MMR is 300 death /1lac child birh we may place the fact before doctors of Assam to consider it s use. A+ve confidence building step for DRAFT FP proposal mooted by Govt of Assam

Sir, the government may come up with more attractive schemes for
those who participate actively in population control by limiting
themselves with 2 children or even 1 child. There should be more
benefits for those limiting themselves with 1 child compared to
those who may limit themselves to 2 children. There should be a
disadvantage to those who do not limit themselves to 2 children
as a detterent to stop them from going for the 3rd one.

Sir, there needs to be awareness created regarding the need to
control population at the grassroot levels of the society. There
is a need to educate people regarding the disastorous effects of
uncontrolled increase in population and the need to take concrete steps to keep a check on growth rate of population. At
the village level, communities must be entrusted with the task of leading the awareness campaign voluntarily. The draft population policy looks good to be implemented.
