The government ask this but the WHO has already made an interesting inform about it... Does the government department even read or care about it? Or they are just trying to be politically correct without applying a definitive solution contrary to some businesses where an effective policy is applied without the intervention of the state in some cases.

Indian laboral laws are the most strict in the world, though over 94% of India's working population is part of the unorganised sector because corporations are too greed to care about.

The minimum wage is 45 rupees (2500/month) which is a miserable amount.
The Standard work day is 9 hours (In the western world is 8 hours).
The Maximum overtime limit is 200 hours per year.
The minimum rest while at work is 30 minutes per 6-hour.

The ways to increase mental well-being of the workforce in the workplaces are as follows:-

(1) Introduce small interactive sessions of 15 to 20 minutes before start of working hours.
(2) Introduce 5 minutes break after every 2 working hours.
(3) Introduce 10 minutes unwind session that includes fun activity at the end of the day before leaving office.
(4) Introduce 30 minutes pep talk session for free interaction that includes MD, CEO and others on the last working day of the week.
